Abstract:People's democracy is a banner held high by the Communist Party of China. Since the 18th CPC National Congress,the Party Central Committee has fully grasped the historic changes taking place in the principal contradictions facing Chinese society,actively responded to the people's new demands and expectations for democracy,constantly deepened its understanding of the laws governing the development of democratic politics,creatively proposed a major concept of the whole-process people's democracy,and vigorously promoted institutionalization,standardization,and procedure of socialist democracy. It has made remarkable achievements in all-round development of the whole-process people's democracy and opened up a new situation in the governance of China.
Developing the whole-process people's democracy is one of the essential requirements of Chinese modernization. To develop the whole-process people's democracy,we must always maintain a correct political direction,sober theoretical understanding,and establish a correct view of democracy and a comprehensive view of political development. We must uphold the centralized and unified leadership of the Party,adhere to the philosophy of people-centered development,and unswervingly follow the socialist path of political development with Chinese characteristics. We must improve democratic institutions,enrich its forms and broaden its channels,and ensure that the Party and the state hear the voices of the people and have their participation in all aspects of decision-making,implementation and oversight.
The “two overall situations” highlight the international communication significance of the whole-process people's democracy. The whole-process people's democracy has the advantages of people-centered system,all-round concept and all-round governance,and has become the basis for telling the story of China's democracy well in the new journey.
